Meeting Minutes
September 27, 2000
The meeting was called to order by Ed Miller at 1:30 p.m.
Students; Nick Brown, Andrea Pellegrini, Monica Johnston, Charles Gosset, David Mosburg, Jonathan Robertson and Celina Johnston attended. Faculty; Darrel Kletke, Bill Weeks, Jerry Fitch, James Blair (and guest Merz), Paul Weckler (sub for Harry Field), Gordon Holley, Doug Needham, Jeff Hattey, Ed Miller and Wes Holley attended.
Members introduced themselves. Miller indicated that all student members are new this fall and so we would spend extra time providing background. Students were selected based on recommendations from faculty members in home departments. Fitch was introduced as our representative to the University-wide Committee.
Memos from Marvin Keener were distributed. These 1994-memos provide the basis for the Tech Fee Committee and the relationship between the College Committees and the University Wide Tech Fee Committee. Keener’s 9/7/94 memo indicates the fee levels and split between University fees ($4.00 per SCH) and college fees ($2.00 per SCH).
Fitch, Kletke and Hattey provided extra background on the establishment of the tech tees, elimination of special tech fees for individual courses and the variation in college-level fees allowed for the Engineering and Vet Medicine Colleges.
An income and expense sheet was distributed and discussed. The history of expenses provided a forum for explaining utilization and procedures for approving the use of student technical fees. Miller will complete an estimate of total income and expenses for later distribution to Committee members. The primary message was that fees are fully used to provide equipment, supplies, software and wages to keep our two college computer labs, 005 and 266 Ag Hall, operational.
A handout on CASNR investments in multimedia classrooms was distributed. While multimedia classrooms are not directly related to student tech fees, it is important to understand that the College is supporting appropriate technology improvements that benefit students.
Fitch reported on the University-wide Committee. Rising paper and printer cartridge costs at the University and College levels is a concern. A system to provide a base level of free copying and a charge for excessive copying is under consideration. University computer labs are being upgraded on a rotational basis, one each year. Wireless technology is on the horizon and may have a significant impact on student computer labs and the use of computers in all classrooms.
Miller discussed the proposed fee increase now under consideration. Marvin Keener set policy that tech fee increases would be considered every four years. This is the year! Colleges have been asked to indicate the amount of fee increase they would like. There is very little time for study or discussion as the proposed increase would have to be submitted for approval very soon. Miller responded to the higher administration that fees should remain level for another year while we study our needs, investigate new technology and get support from students and faculty for a change that is based on the best information. Student and faculty members responded generally that they supported this recommendation. Suggestions were offered about ways to get useful information to help us determine the fee level needed. Miller will report support for this recommendation to higher administration.
Discussions and comments were made about wireless technology and its use, the pros and cons of requiring students to buy computers and how special single-program-needs for technology can be met under the current policy of one fee level for all students in a college. Miller will set up a wireless-technology demonstration/meeting for the committee.
